The Russian Ministry of Health reported that the suspension of the implementation of the new international classification of diseases ICD-11 will not reduce the quality of medical services. Order Russian Prime Minister Mikhail Mishustin signed the suspension of plans for 2021–2024 on January 31. In June, the medical department told Kommersant that consideration of the transition to the new system was postponed until 2025.
“The suspension of the action plan for the implementation of the International Statistical Classification of Diseases and Related Health Problems, eleventh revision (ICD-11) … will not have a negative impact on the availability and quality of medical care for residents of the Russian Federation,” RIA Novosti quoted the Ministry of Health as saying. The Ministry of Health sees a positive trend in this decision, since it will allow us to study the experience of other countries moving to ICD-11, taking into account the annual adjustments of the World Health Organization (WHO).
The International Classification of Diseases is a set of disease groups; Each disease or condition within the group is assigned its own code. It is a kind of “international dictionary of diseases”, with the help of which doctors around the world can communicate with each other. The ICD also helps to collect statistical data on diseases.
Currently, Russia uses ICD-10, which was introduced in 1990. It includes 14 thousand codes, and ICD-11 – 55 thousand. Due to the presence of a subsection on “gender incongruity” in ICD-11, as well as changes in wording regarding pedophilia, the transition to a new classification caused widespread controversy in Russia. In June 2023, the Russian Ministry of Health announced that the decision on the final transition to the new classification had not been made, and the consideration of this issue itself had been postponed until 2025.
