At the same time, if the car spent more than a day within the borders of the Central Ring Road, and at least two hours passed between entering the MSD and leaving it, no fee is charged. There are no barriers at the MSD: all trips are recorded on cameras, with their help, car owners will be billed.

Visitors will be able to pay for travel using contactless transponders, follows from the terms of reference for the tender. The fee collection mechanism will be built on the principle of interoperability – the ability for the user to pay using transponders of other operators. The interoperability system, which is supervised by the state company Avtodor, currently involves eight owners and operators of toll sections who have entered into an appropriate agreement. For example, a driver with a transponder of the Western high-speed diameter in St. Petersburg can drive along the Central Ring Road and other roads – the money will be debited from his account automatically. It is expected that in the near future the Moscow Mayor’s Office will join the agreement as the owner and operator of MSD. This is also important for seamless travel through the city, when in 2023 the M-12 Moscow-Kazan highway will be connected to Moscow in the east.

“We are discussing agreements with operators, we expect that in the end the transponders of all operators will work,” the press service of the Moscow Department of Transport told Kommersant. “We are not planning to release our own transponders yet.” The state company Avtodor confirmed to Kommersant that they are negotiating with the mayor’s office to conclude an agreement.
