From January 2, 2023, the MSD will become the first toll highway in Moscow, for the use of which the owners of vehicles registered outside the capital region were obliged to pay 950 rubles each. The mayor’s office plans to negotiate with operators of other toll roads so that the owners of transponders issued by them can automatically pay for travel on the MSD. The winner of the competition announced by Moscow to find a system developer, experts believe, may have difficulties against the backdrop of an extremely short time for the introduction of new software and possible problems with equipment.
GKU “Capital Directorate of Transport Procurement” (founder – Department of Transport of Moscow) placed on zakupki.gov.ru a tender for the development of an automated information system “Moscow High-Speed Diameter” for 35.8 million rubles. Summing up is scheduled for December 16.
The Moscow High-Speed Diameter is a highway that combines the North-East already open for traffic (it can be used to cross the city from north to south-east in half an hour) and the South-East chord under construction. MSD, representatives of the city authorities said earlier, is an intracity highway, therefore, back in July, the Moscow Mayor’s Office announced plans to introduce paid travel for transit transport here. From January 2, 2023, the tariff for vehicles registered outside of Moscow and the Moscow region will be 950 rubles. At the same time, if the car spent more than a day within the borders of the Central Ring Road, and at least two hours passed between entering the MSD and leaving it, no fee is charged. There are no barriers at the MSD: all trips are recorded on cameras, with their help, car owners will be billed.
Visitors will be able to pay for travel using contactless transponders, follows from the terms of reference for the tender. The fee collection mechanism will be built on the principle of interoperability – the ability for the user to pay using transponders of other operators. The interoperability system, which is supervised by the state company Avtodor, currently involves eight owners and operators of toll sections who have entered into an appropriate agreement. For example, a driver with a transponder of the Western high-speed diameter in St. Petersburg can drive along the Central Ring Road and other roads – the money will be debited from his account automatically. It is expected that in the near future the Moscow Mayor’s Office will join the agreement as the owner and operator of MSD. This is also important for seamless travel through the city, when in 2023 the M-12 Moscow-Kazan highway will be connected to Moscow in the east.
“We are discussing agreements with operators, we expect that in the end the transponders of all operators will work,” the press service of the Moscow Department of Transport told Kommersant. “We are not planning to release our own transponders yet.” The state company Avtodor confirmed to Kommersant that they are negotiating with the mayor’s office to conclude an agreement.
The information system “Moscow High-Speed Diameter” will transfer data on violators to Rostransnadzor for issuing fines. They will give five days to voluntarily pay for the trip, then they will impose penalties of 1.5–5 thousand rubles. (depending on vehicle type). However, the fine will be canceled if the car owner repays the debt within the next 20 days.
Accruals for paying for travel on the MSD will be displayed in the information system on state and municipal payments, the Department of Transport noted. “Information can be obtained using services that are used for similar services, such as fines,” they explained there. “In addition, the user will be able to receive a notification if he is registered in the Parking of Russia application, or independently check the fare on msd.mos .ru (not working yet.— “b”). On the road itself, information boards will be installed, which will inform you that the passage is paid.”
The contractor under the announced tender will be selected no earlier than December 16. Thus, the winner of the competition will have about two weeks left to work on creating a control system. The deptrans made it clear that “there is enough time to launch the project,” and assured that they would make “every effort to make the necessary settings within the specified time frame.” “The project to launch payment on MSD is one of the key and complex projects. The procedure was published as soon as the requirements and description of the necessary processes were finalized,” the department explained. “This is done in order to provide users with a convenient and high-quality service.” The mayor’s office promised to start testing the payment system “in the near future.”
Moscow will need to install several dozen antennas on the MSD to correctly read information from transponders, says a Kommersant source familiar with the situation. There are no domestic antennas, another interlocutor of Kommersant says, foreign equipment (Gea, Kapsch and others) is used on existing toll roads.

The only question is the timing,” says Maxim Kadakov. “Against this background, I note that we continue to pay the transport tax and fuel excises, which, in theory, should be used to build new roads and streets.”
