The fact of serving in the police will no longer be an aggravating circumstance in the commission of a crime.

Yury Sinelshchikov, deputy chairman of the Committee on State Building and Legislation, said in the Duma that everyone is equal before the law. In order to equate the police and prosecutors in the dubious right to beat his wife, Sinelshchikov and three associates in the Communist Party signed a bill “On Amendments to the Criminal Code of the Russian Federation.”

I can’t write “introduced”, because the public position of the signatories is known, and it categorically does not correspond to the concept of the bill. The result was another bill devoid of logic, besides maliciously violating natural law.

As a result of useless disputes, the bill was adopted in the first reading at the plenary session of the State Duma on Tuesday, February 28.

The Communist Four Yuri Afonin, Nikolai Kolomeitsev, Dmitry Parfyonov and Yuri Sinelshchikov unpleasantly surprised the chamber. On the one hand, after taking an oath, people in uniform got the right to exercise the state right to violence and must bear increased responsibility for their actions. Just like those citizens who raised their hand against them.

On the other hand, why should only police officers be exempted from aggravating circumstance, and not all people in uniform?

The arguments of the opponents of the legislative innovation were most fully expressed by Mikhail Delyagin.

“I have to point out that the presence of aggravating circumstances in itself does not mean inequality before the law, right?

Because otherwise, according to your logic, any aggravating circumstances should be canceled altogether. It is not very clear why you apply this principle specifically to perjurers, people who break an oath.

And the second. You see, the only argument you’ve made now is that the man fought crime, so he should deserve a mitigation, as he once did. And why then do you not simply propose to free werewolves in uniform within the framework of this logic from any responsibility for the crime committed? Or maybe even encourage them in the service for the crimes they commit, since you live in such a logic, ”said Mikhail Delyagin.

As if in his own defense, Sinelshchikov said that the employees of the Ministry of Internal Affairs commit mostly domestic crimes. If you introduce an aggravating circumstance by profession, then for teachers. Their crimes are more dangerous than the police.

Sinelshchikov seemed to have been replaced at this meeting.

Service in the Ministry of Internal Affairs is a dangerous business, rights are dubious, duties are unpredictable. Several such non-systemic, illogical and simply strange bills were passed at the Duma meeting on February 28.

For example, the draft law “On Amendments to Chapter II of the Federal Law “On Science and State Science and Technology Policy” was adopted in the first reading.

Among the four signatories are the chairmen of the relevant committees of the State Duma Sergey Kabyshev and the Federation Council Lilia Gumerova. The declarative goal of the authors of the initiative is to provide state support for young scientists. The bill proposes to consolidate the concept of “young scientist” and the right to receive state support measures.

I will quote from the annotation to the draft law: “To classify as young scientists employees of scientific organizations, scientific and pedagogical employees of educational organizations of higher education, scientists of other organizations engaged in scientific and (or) scientific and technical activities, aged up to 35 years inclusive (from the possibility of increasing the age criterion up to 40 years inclusive when establishing separate measures to support young scientists)”.

This bill also surprised and raised many questions. Wouldn’t it be easier to specify support measures directly in the law? How is it determined that the activity is scientific? Why do not qualified doctors, teachers, restorers, engineers fall under it?

Independent MP Oksana Dmitrieva made supporting scientists her life’s goal and once again insisted on the introduction of a salary supplement for an academic degree. Then not 17%, but more than 17% would defend their dissertation at the end of graduate school.

The chairman of the committee, Kabyshev, had to answer. He is a lawyer and hardly knows about the situation in the exact sciences. One of the signatories of the bill, United Russia Alexander Mazhuga, convinced the debaters that Russian science is the youngest. He urged not to rely on unreliable statistics.

Data on the departure of scientists (two hundred thousand) and on the share of spending on science (0.38% of GDP from the federal budget) was given by Oleg Smolin.

The Duma did not talk about the aggravation of the current problems of science – the frenzy of anti-Russian censorship and the resulting discrimination. An exhaustive analysis was presented at the conference of the journalism faculty of Moscow State University by faculty lecturer Igor Anisimov. The number of Russian scientists included those who have been working abroad for a long time, and not all of them are Russian. From this, for some reason, the author concluded that Russian science does not want to integrate into the international one. The study shows the opposite, that is, discrimination against Russian science.

In Russia itself, the infrastructure of science is being destroyed and replaced by show. There are catastrophically few dissertation councils. Scientific periodicals as a system do not exist. Under the guise of blind peer review, censorship is rampant. Russian science constantly gets kicked in the ass here and punched in the face from there.

The most muddy bill of the day was the document “On Amendments to Articles 2 and 3 of the Federal Law “On Gas Supply in the Russian Federation” and the Housing Code of the Russian Federation.”

The bill was passed in the first reading five years ago. It was introduced at the end of 2017 by a large group of deputies with the declarative goal of organizing the maintenance of gas equipment in an apartment building.

On Tuesday, it was adopted in the second reading with the intention of being adopted in the third reading the next day.

The annotation states that in multi-apartment buildings, managing organizations and HOAs will have to conclude an agreement with the gas distribution organization for the maintenance and repair of in-house gas equipment, and owners and tenants of residential premises in MKD will have to conclude maintenance agreements for in-house gas equipment with the same organization.

The deputy of the Communist Party of the Russian Federation Alexei Kurinny noted that in fact, this amendment proposes to give the structures of Gazprom the entire gas system for maintenance and repair – both intra-house and intra-apartment as such.

Innovations do not apply to Moscow. Exceptions for the capital always excite deputies. The reason is allegedly that there is a lot of expensive equipment in Moscow.

Nina Ostanina spoke about the need to seriously reform the gas supply system in apartment buildings Ostanina noted that the bill does not regulate what to do if the owner of the apartment does not want to conclude an agreement with a special organization.

“I proposed an amendment that is aimed at resolving this issue, who should conclude such an agreement if the owner of the apartment gas equipment refuses to conclude such an agreement. I propose that this become the responsibility of the management company or the partnership of owners, ”explained Ostanina.

Ostanina’s amendments were rejected.

Galina Khovanskaya listed the comments of the Legal Department.

They brought in the wrong thing. I do not think that such a law can exclude gas explosions in houses. Reference norms and inadequate constructions in the absence of by-laws do not allow predicting the results of law enforcement.

The adopted documents do not meet the requirements of the historical moment. Perhaps the deputies are concerned about something else, not bills. On this day, the closed part of the meeting lasted a record long time – 45 minutes.

At the beginning of the open part, Nikolai Arefiev made a statement from the Communist Party of the Russian Federation.

His story was sad. Russia has been sanctioned. She was seized 350 billion dollars of savings. Yesterday, Belgium blocked 58 billion euros and 191 billion euros of transactions. The economy has shrunk by more than two percent. 12 percent is inflation. The industry reduced its volumes by 1.8%. Real incomes, real wages decreased by 2 percent, income – by 2.2 percent. The country lost half a million citizens.

According to the preliminary estimate of the Ministry of Finance, federal budget revenues decreased by 35 percent. Oil and gas revenues fell by almost 50 percent. Non-oil and gas revenues decreased by 30 percent. The budget deficit amounted to 1 trillion 760 billion rubles.

“This is a colossal amount, and analysts say that in a year we will miss about 5 trillion rubles in the budget,” said deputy Arefiev.

Such speeches require a reaction right there in the Duma, but there was none.
