The organization itself believes that the initiative of Mr. Yakubovsky and his colleagues was due to the fact that Greenpeace opposed the bill lifting the ban on clear-cutting off the coast of Lake Baikal, which has been in force since 1999. The organization noted that one of the initiators of this bill was Alexander Yakubovsky.

In addition, on November 3, the website of the Russian Greenpeace published material, in which members of the organization called on Russians to vote against the project of the Ministry of Natural Resources, according to which, in the interests of defense and security, part of the environmental restrictions in the Wrangel Island nature reserve in Chukotka could be lifted. For these purposes, the island may allow, in particular, the construction and repair of capital facilities, work that violates the soil cover or changes the hydrological regime, and may also allow military testing.
