State Duma deputies proposed to return insurance pensions to vocational school teachers after 25 years of service

“It will correct a clear injustice”

A group of State Duma deputies proposed to amend the law “On Insurance Pensions”. These amendments will allow all Russian teachers to use the right to receive an old-age pension if they have 25 years of teaching experience. Now this right is guaranteed by the Federal Law “On Insurance Pensions” and by the Government Decree of October 29, 2002. However, in the case of employees of educational institutions of secondary vocational education, this is impossible due to the existing contradictions between life realities and legislative requirements.

“The length of service of teachers in such institutions can be taken into account in case of early retirement only if at least 50% of the students are children under the age of 18,” one of the authors of the bill, the first deputy head of the LDPR faction, Sergey Leonov, explained to MK. . – When this requirement was adopted, the transition of school education from 10-year-old to 11-year-old had not yet ended, therefore, as a rule, boys and girls at the age of 17 entered vocational schools and technical schools.

However, the last ten-year graduates graduated from schools in 2010. Accordingly, since then the age of applicants to institutions of secondary vocational education has increased by one year.

Therefore, now institutions of secondary vocational education cannot meet the requirement that at least half of the students within its walls must be under 18 years old. This results in teachers working here forfeiting their legal right to receive a pension after they have served 25 years as an educator – unlike their counterparts working with children in mainstream schools, kindergartens and nurseries. At the same time, teachers of vocational schools and technical schools have a large burden associated with working with minors.

The adoption of the bill developed by the Liberal Democratic Party will correct this obvious injustice, improve the living conditions of the older generation of teachers of secondary vocational education institutions and increase the prestige of the teaching profession as a whole.

In the Year of the Teacher and Mentor, the bill will return the right to early retirement for old age to teachers of secondary vocational educational institutions. If the bill is approved, the law will come into force as early as September 1.
