In the second quarter, the volume of public procurement in the Russian Federation increased by 8% – Kommersant

In the second quarter, the volume of public procurement in Russia amounted to 5.4 trillion rubles, an increase of 8% year-on-year. This was reported by Interfax with reference to the report of the Ministry of Finance. During the specified period, government customers posted 1.2 million notices of tenders in the Unified Information System (EIS) in the field of procurement.

Most of the purchases were carried out in the form of an electronic auction – 1 million notices for 3 trillion rubles. Compared to the same period last year, this is 8% more in quantitative terms and 0.8% in monetary terms. Also, the number of purchases made in the form of a request for quotations in electronic form increased by 56% in quantitative terms (up to 150 thousand) and by 30% in monetary terms (98 billion rubles).

In total, 3.8 thousand purchases were made through “electronic stores” (an increase of 672%) for almost 2 billion rubles. (171%). “There is an increase in the number and value of completed purchases while reducing the number and value of purchases recognized as failed,” the Ministry of Finance noted.

Of the announced 1.2 million purchases, 556 thousand worth 1.7 trillion rubles were recognized as completed. This is 25% and 20% more than a year earlier. Of the 542 thousand failed purchases for 2.8 trillion rubles. 178,000 purchases worth 761 billion rubles actually failed (when the contract was not signed).

In general, in the second quarter, government customers signed 1.7 million contracts worth 4.9 trillion rubles. The sole suppliers accounted for 514 thousand government contracts for 847 billion rubles. Another 364,000 government contracts were concluded as a result of purchases recognized as failed, their volume of purchases amounted to 2 trillion rubles. 402,000 government contracts worth 982 billion rubles were terminated, the majority (89.5%) – by agreement of the parties.

According to the materials of the Ministry of Finance, the total volume of Russian goods (including those supplied during the performance of work, the provision of services), the supply of which is carried out in the performance of contracts, amounted to 773 billion rubles. This is about 60% of the value of all goods supplied under these contracts.

Relative savings (reduction of the initial maximum contract price) based on the results of the concluded state contracts amounted to 5.6%. State customers saved 235 billion rubles. Savings on government contracts, which were concluded as a result of purchases made in the reporting period, amounted to 194 billion rubles.

As Kommersant reported, data on government procurement in the first half of 2023 indicate that, despite increased competition in government orders, it has not yet been possible to satisfy customer demand: the number of failed purchases has sharply increased in the sector. Similar trends were recorded in the open part of the procurement of state-owned companies.
