The State Duma adopted in three readings a document according to which Russia denounces the Strasbourg Convention for the Protection of National Minorities.
The explanatory note to the bill states that due to the limitation of Russia’s powers in the Council of Europe, Russia cannot participate in the development of decisions, as well as monitor cases of violation of the rights of national minorities, “primarily the Russian-speaking population abroad,” at the international level.
The Convention was opened for signature on February 1, 1995, signed by Russia on February 28, 1996 and ratified by it in 1998.
