State Duma deputies began developing the concept of a law on labeling content from neural networks

The State Duma is working on the concept of a law on labeling content created by neural networks. This was stated by Deputy Chairman of the Committee on Information Policy and Technology Anton Gorelkin.

The deputies have already started developing the concept, studying the experience of other countries and working on definitions of basic definitions, Gorelkin specified. “The purpose of the bill is to reduce the risks of using products created using artificial intelligence technologies. In particular, the so-called deepfakes,” declared Gorelkin (TASS quote).

In his opinion, the introduction of liability for the distribution of such content without labeling is an “effective measure” in the fight against deepfakes.

Committee head Alexander Khinshtein on June 5 in his Telegram channel also notedthat there is no concept of deepfakes in the legislation, although there is an extensive legal framework for liability for the dissemination of deliberately false information. He urged to study any technologies that can generate fakes “in our turbulent times” and introduce legislative regulation.

Gorelkin in January toldthat the law on labeling content created by neural networks may appear before the end of 2023. In June it became known that the government did not support a bill introducing separate criminal liability for the dissemination of deepfakes. The author of the amendments was the deputy from the Liberal Democratic Party Sergei Leonov.

Previously, June 5 became knownthat the European Commission (EC) also proposes to label all content and has already developed a legislative proposal. In addition, the commission intends to ask companies to develop technologies that would help determine whether the content creator is a person or a neural network.
