The State Duma immediately approved in the second and third readings a bill banning surrogate motherhood in Russia in the interests of foreign citizens. According to the law, only a Russian woman can be a surrogate mother. It will not apply to cases where a citizen of the Russian Federation and a foreign citizen are in a registered marriage.
One of the authors of the law, Vice Speaker Anna Kuznetsova, said that the new measure would save 14 billion rubles. budget money that was spent on surrogate motherhood in the interests of foreign citizens. Also, according to her, it “will protect the national interests of the country and the lives of 45,000 children.”
State Duma Speaker Vyacheslav Volodin believes that the adopted law will prevent child trafficking, “protect babies from situations where they fall into same-sex couples or become victims of crimes, including sales for organs.”
The bill was submitted to the State Duma in December 2021 and adopted in the first reading in May this year. He assumed that only married Russian citizens or single Russian women who cannot have children for medical reasons will be able to use the services of surrogate mothers. The law also proposes that children born to such mothers must obtain Russian citizenship.
