The State Duma adopted in the third reading amendments to the law “On Education”, obliging schoolchildren to perform labor activities, including cleaning the classroom, caring for the school grounds, and helping in the library. The consent of the parents or the students themselves will not be taken into account.
The document assumes that schoolchildren can be involved in “socially useful work” taking into account their “age and psychophysical characteristics.” Children must “maintain cleanliness and order” within the walls of schools, the text of the explanatory note says.
Educational institutions are thereby endowed with new competencies “to promote the volunteer (volunteer activity) of students.” The authors of the amendments argue that this will allow schoolchildren to develop an “active life position” and “the ability to navigate in society.”
The amendments were sponsored by several State Duma deputies, among them: State Duma Vice Speaker Pyotr Tolstoy, deputies Nina Ostanina, Oleg Smolin (both members of the Communist Party), Olga Kazakova (United Russia), chairman of the Duma Committee on Education.
In addition, the law introduced the subject “Fundamentals of Security and Defense of the Motherland” to replace the “Fundamentals of Life Safety”. It will be supplemented by basic military training courses.
