The state company Russian Highways (Avtodor) was established in 2009 to develop a network of high-speed toll highways in Russia. It is under the control of the Ministry of Transport, is engaged in the design, construction, reconstruction, repair and maintenance of roads.
Avtodor owns over 4,000 km of federal highways, in particular, the M-1 Belarus, M-4 Don, M-3 Ukraine, M-11 Neva and Central Ring Roads highway (TsKAD) in the Moscow region. The investment portfolio includes 18 projects.
In 2019, the Accounts Chamber accused the company of delaying the construction of the Central Ring Road, after which the chairman of the board, Sergei Kelbakh, was fired.
Revenue in 2021 – 1.2 billion rubles, net profit – 964 million rubles. The amount of subsidies from the state budget in 2022 is 18.5 billion rubles.
