Eight of the 32 committees of the State Duma issued their opinions on the draft federal budget for 2023 and the planning period of 2024 and 2025. All of them supported the document, noting that it was being prepared at a difficult time, taking into account the “challenges facing the country.” In particular, the deputies welcomed the increase in spending on security, military-patriotic education of youth and government media, and were sympathetic to the reduction in appropriations for programs for the implementation of national policy and the development of federative relations.

Thus, the chairman of the security committee, Vasily Piskarev, at a meeting on October 5, said that the draft budget “fully takes into account the estimated costs and, very importantly, provides for the possibility of indexing monetary allowances, pensions and benefits, as well as other measures to support law enforcement officers.” As noted in the conclusion of the committee, the share of expenditures under the section “National Security and Law Enforcement” in the total volume of budget spending in 2023 compared to 2022 will increase from 10.1% to 15.2%, and in 2024 and 2025 will be 15 .1% and 15.6% respectively. In total, it is planned to spend 4.42 trillion rubles under this section in 2023, 4.33 trillion in 2024, and 4.34 trillion in 2025. According to the committee, these changes “are in line with the general approaches and principles of budget policy, and are adequate to the situation that has developed in the respective areas of activity.”
As in the past year, the costs in the direction of the “Prosecution” will increase. In particular, the government proposes to increase allocations for ensuring the representation and protection of Russia’s interests in the European Court of Human Rights (ECHR), in the courts of foreign states and international judicial (arbitration) bodies in 2023 by 135.2 million rubles, and in 2024– 2025 – by 139.1 million rubles. annually. On September 16, Russia finally withdrew from the jurisdiction of the ECHR, but, as Anatoly Vyborny (ER), deputy chairman of the State Duma Committee on Security, explained to Kommersant, “the institution is working within our state,” and the growth in appropriations is associated with “inflation and other processes.”
The Committee on Information Policy (chairman – Alexander Khinshtein) indicated in its conclusion that in 2023 funding for the All-Russian State Television and Radio Broadcasting Company was increased by 490 million rubles, the Rossiya Segodnya agency – by 120 million rubles. (and separately for 1 billion rubles – the cost of modernizing the infrastructure), TASS – almost 80 million rubles. (and plus 392 million for modernization). For 7.4 billion rubles. more will be spent on information and explanatory support of national projects. And by the second reading, the committee proposed to allocate an additional 5 billion rubles for 2023. for the modernization of post offices in rural areas.
The Committee for the Development of Civil Society (Olga Timofeeva) in its review “notes with satisfaction the increase in funding for a number of NGOs aimed at patriotic education of young people.” So, in 2023, the costs of the Yunarmiya children’s and youth movement will increase (469.7 million rubles against 300 million in 2022), and 18 billion rubles are allocated for the work of the new Russian Movement of Children and Youth. in year. In addition, the committee considers it “justified and timely” to almost double (up to 644.8 million rubles) an increase in the subsidy of the Association of Volunteer Centers for the development of volunteering and the creation of an infrastructure to support it in all areas. At the same time, the deputies drew attention to the fact that the budget does not contain a separate line for the costs of compensation for volunteers carrying out activities in risk areas.
The opposition-led committees drew attention to the reduction in spending on a number of important items, but treated this with understanding.
For example, the Committee on Nationalities Affairs, headed by Gennady Semigin (A Just Russia – For Truth), supported the draft budget “taking into account the conditions of a sharply increased sanctions pressure”, which led to a “slowdown or reduction” in appropriations for such state programs as “Implementation of the state national policy”, “Development of the North Caucasian Federal District”, “Development of federal relations and creation of conditions for effective and responsible management of regional and municipal finances”. At the same time, the subsidy to the All-Russian Cossack Society in 2023 was increased by 49.7 million rubles. compared with previously approved volumes, and another 34.1 million rubles were allocated for monthly monitoring of interethnic and interfaith relations and sociological research among migrants and refugees, the committee noted.
The Committee on the Financial Market (chaired by Socialist-Revolutionary Anatoly Aksakov) stated that “the budget was formed in a situation of political and economic instability, therefore, social support for the population, national defense, national security and the national economy became the main areas of state spending obligations.” For the same reasons, expenditures on the state program “Public Financial Management and Regulation of Financial Markets” were reduced by 25.4 billion rubles in 2023 compared to the previously approved volumes.
The Committee on CIS Affairs, headed by Leonid Kalashnikov (KPRF), also recalled the difficult foreign policy situation and “many times increased sanctions pressure from unfriendly states”, but decided that it was in these conditions that “it is necessary to significantly increase efforts to protect and promote the interests of the Russian Federation, primarily in the post-Soviet space. Therefore, the deputies supported the budget, subject to the allocation of additional funds in the amount of almost 7 billion rubles for 2023–2025. for the state program “Support and promotion of the Russian language abroad”.
And the committee on property, led by communist Sergei Gavrilov, even criticized the government quite harshly for the fact that the recommendations of the deputies were not properly taken into account when restructuring the state program “National System of Spatial Data”. “The Committee emphasizes the inadmissibility of such an approach to budget planning, which neutralizes the huge amount of work done by the committee together with Rosreestr and other federal executive bodies, and leads to the adoption of program documents that differ significantly from those considered at the State Duma,” the conclusion says. The deputies express the hope that “in the future, the work on the preparation, consideration and adoption of the budget and related program documents will be carried out without allowing significant changes and adjustments that were not the subject of consideration at the committee site.”
Finally, the tourism committee (Sangadzhi Tarbaev, New People) acknowledged that thanks to anti-crisis measures, the decline in the Russian economy is projected to be “much more restrained than initial estimates and the scale of the external shock suggested,” but also warned of some remaining risks.
