Speaker of the Legislative Assembly of the Chelyabinsk Region Alexander Lazarev retires early. The change of chairman is the second in the work of the convocation: in 2021, the long-term head of parliament Vladimir Myakush left the post. Alexander Lazarev is leaving for vice-governors for relations with new regions and thanks his colleagues in the Legislative Assembly for their effective work. Experts consider the reshuffle part of the “intra-team adjustment”, but note some friction between Mr. Lazarev and the deputy corps – in particular, the recent disruption of the plenary meeting due to the lack of a quorum. The next speaker may be one of the deputy chairmen of the Legislative Assembly – Kommersant’s sources believe that Oleg Gerber will fill the vacant position.
Chairman of the Legislative Assembly of the Chelyabinsk Region Alexander Lazarev decided to resign early. The politician explained his transition to the post of Deputy Governor Alexei Teksler. His application will be considered at the next meeting, according to the regional parliament, the date has not yet been specified. In his new post, Alexander Lazarev will focus on interaction with new subjects of Russia – in particular, he will oversee restoration work in sponsored Volnovakha and Yasinovataya, as well as issues of providing humanitarian assistance to Donbass. “The governor offered me a responsible line of work. Ready to make every effort to meet new challenges. First of all, I thank my voters for their support and our common work. We have done a lot together, and I will not leave my district unattended in the future,” Alexander Lazarev promised. He thanked his colleagues in the Legislative Assembly for effective legislative activity and “team and constructive relations with the executive branch”, which “managed to maintain.”
Alexander Lazarev 48 years old. He graduated from Chelyabinsk State University with a degree in social work. In 2010-2015, he was the General Director of the KonstruktUralKomplekt enterprise for the production of metal structures. The next five years he worked as the head of Yuzhnouralsk. In September 2020, he became a deputy of the Legislative Assembly of the Chelyabinsk Region, a month later – deputy chairman, in November 2021 – chairman, replacing Vladimir Myakush, who had led the parliament for 16 years. In February 2023, Mr. Lazarev also left the position of the head of the United Russia faction in the Legislative Assembly, which he had held since 2021. The current composition of the parliament was elected in 2020, it has 60 deputies, of which half are elected in single-member constituencies; 43 places are controlled by EP.
According to informed sources in the region, the resignation of Alexander Lazarev could be due to the fact that he was unable to establish relations with representatives of the deputy corps. This was expressed, in particular, in the first disruption in many years of the meeting in April this year due to the lack of a quorum. Some sources name the probable reason for the departure of Alexander Lazarev as his refusal to carry out a number of instructions from the governor’s team. Experts are more reserved in their assessments. “We are talking about intra-team reconfiguration of work areas. It is obvious that Alexander Lazarev remains a member of the governor’s team, and the new speaker will work in conjunction with Alexei Teksler,” political analyst Alexander Melnikov wrote in his Telegram channel. He notes that the maximum and effective involvement of the regions in helping the Donbass is one of the key requirements of the federal center.
Aleksey Shirinkin, a lecturer in the Department of Political Science, History and Philosophy of the Chelyabinsk branch of the RANEPA, assesses the work of Alexander Lazarev as speaker of the Legislative Assembly as effective, and characterizes the new appointment as a transfer to a more important area of work: “I don’t think that someone will have many claims against him. Problems in the work, of course, were observed. They were associated with misunderstandings and conflicts between deputies and other participants in regional politics. In the spring, for the first time in 29 years of the existence of the regional parliament, a meeting was not held due to the lack of a quorum – I think this was due to the manifestation of the personal position of a number of deputies: perhaps someone felt that insufficient respect was shown to him. Possible candidates for the vacated post of speaker, Mr. Shirinkin names the deputy chairmen of the Chelyabinsk Legislative Assembly Pavel Kiselyov and Oleg Gerber. Two sources of “Kommersant” – close to the government of the region and in the apparatus of the Legislative Assembly – say that Mr. Gerber will most likely become the new chairman.
