Personnel changes may take place in the Ministry of Digital Development, Communications and Mass Communications in the near future. Two deputy ministers – State Secretary Oleg Pak and telecom industry curator Dmitry Kim – will leave their posts. Four sources in telecom operators and IT companies told Vedomosti about this.

An interlocutor in the Mintsifra report told Vedomosti about the possible upcoming departure of two deputy ministers and was confirmed by two interlocutors in telecom operators and one source in an IT company. These interlocutors do not know about the exact date of the departure of Pak and Kim, about the reasons, and also who will perform their duties.

A source in the Ministry of Digital Development itself, however, confirmed only Pak’s departure. And the interlocutor, close to the Ministry of Digital Development, specified that Kim could leave the post of deputy for telecom, but would remain in charge of another direction in the ministry. He added that Kim would not leave the perimeter of the ministry, but could take over the direction of state informatization, for which Park was previously responsible, he suggests. Pak, most likely, will move to a new state informatization structure, notes another Vedomosti interlocutor in one of the subordinate institutions of the Ministry of Digital Development.

Deputy Head of the Ministry of Digital Development Dmitry Kim has been working in the Ministry since 2021, according to the website of the Ministry of Digital Development. Prior to that, he served as Vice President – Director of the Center macro-regional branch at Rostelecom. He oversees the development of state policy in the field of telecommunications, including the use of the radio frequency spectrum. He also coordinates the work of the departments of state regulation of the telecommunications market, the development of new telecommunications services and infrastructure projects.

Pak has been working at the Ministry of Digital Development since 2012, and before that he worked for the Ministry of Economic Development for seven years. He coordinates the digitalization of public administration, the development and implementation of state policy in the field of postal communications. It supervises the Department of Development of Digital Identification Technologies and the Legal Department.

A spokesman for the Ministry of Digital Development declined to comment.

Deputy Minister Dmitry Kim is responsible in the ministry for implementing the strategy for the development of the telecom industry until 2035, he is of great importance for the communications industry, Denis Kuskov, founder of the Telecom Daily analytical agency, draws attention.
