Sobering-up stations to be recreated in Karelia

The Minister of Health of Karelia, Mikhail Okhlopkov, said that sobering-up stations will start working again in the republic. According to him, the first one will open in Petrozavodsk.
“We are one of the first in Russia to recreate the system of sobering-up stations. Soon the first modular sobering-up station for 10 people will appear in Petrozavodsk. The building will be divided into separate rooms for men and women, as well as medical personnel, security will be provided,” Mr. Okhlopkov said in Telegram channel.
The head of the Ministry of Health of Karelia added that sobering-up stations will be part of the structure of the narcological dispensary. Institutions will appear in inter-district centers. The building will be divided into rooms for men and women.
Mikhail Okhlopkov said that drunk citizens who are in an unconscious state and do not need medical assistance will be placed in sobering-up stations. A return to the sobering-up system, he said, would reduce deaths from excessive drinking.
The sobering-up station system was created in the USSR in the 1930s-1940s. In Russia, their use was suspended after the adoption of the law “On Police” in 2011. According to the law, law enforcement agencies must deliver citizens intoxicated to the hospital. In December 2020, Russian President Vladimir Putin signed a law on the return of sobering-up stations to the Russian Federation. The authorities of the regions received the right to initiate the work of institutions.
The decision to return sobering-up stations was made due to an increase in the number of crimes involving citizens under the influence of alcohol. According to the Ministry of Internal Affairs, from 2011 to 2018 the number of such incidents increased by 34.9%. In 2019, every third crime was committed by people in a state of intoxication. Since 2020, their number has been decreasing. For the first half of 2022, the indicator decreased by 12.1%. In March, the Ministry of Internal Affairs reported that 19 specialized sobering-up stations had been set up in 18 Russian cities. The term of temporary stay in the sobering-up station is 24 hours.
