Small business received state support for 770 billion rubles in 2023

Amount of financial support SME for the first half of 2023 amounted to more than 770 billion rubles, a representative of the office of First Deputy Prime Minister Andrei Belousov told reporters. The issue of supporting small businesses and the results of the implementation of the national project SME for the first six months were discussed at a meeting at the government’s focal point.

“Entrepreneurs have access to a wide range of preferential financial products, which we sell through banks and regional microfinance and guarantee organizations,” the First Deputy Prime Minister said during the meeting. According to him, more than 53,000 contracts were concluded in the period from January to July.

More than 18,500 loan agreements for more than 340 billion rubles have been concluded under the 1764 program (preferential lending), and 3,300 loan agreements for a total amount of more than 130 billion rubles have been concluded under the lending incentive program (LCP), said Tatyana Ilyushnikova, Deputy Minister of Economic Development. She also announced the conclusion of 611 contracts for almost 72 billion rubles. under the investment lending program, which includes programs 1764 and PSK.

At the meeting, it was announced that the “umbrella” mechanism (guarantee of the Corporation SME) was used by entrepreneurs 7,300 times, and the total amount of support amounted to 99 billion rubles. Regional guarantee organizations acted as a guarantor for almost 12,000 entities SME, which generated credit funds for the business in the amount of more than 215 billion rubles. 11,000 companies benefited from the support of state microfinance organizations. The total amount of these microloans amounted to 25.6 billion rubles.

In addition, there is an active development of interaction between SMEs and large customers. So in the first half of the year, 123,000 suppliers took part in public procurement.

National Development Project SME was established in 2020, however, after the strengthening of the sanation regime in relation to the beginning of 2022, some approaches were revised. In her March interview with Vedomosti, Ilyushnikova said that the funds that were allocated for the participation of entrepreneurs in international fairs and exhibitions were directed to a logistics subsidy. Also, adjustments were made to the basic credit programs and umbrella loan guarantees. In addition, Ilyushnikova stressed that after the end of the project in 2024, support for SMEs will not end.

One-fifth of all revenues to the budget system are provided by tax deductions from small and medium-sized businesses, said the head of the Federal Tax Service, Daniil Yegorov, during the Opora Rossii Council of Regions at the end of May. More than 70% of companies in the country are small businesses, but most of them are micro businesses, he said.

Last year, tax revenues to the consolidated budget from small and medium-sized businesses increased by 10% compared to 2021 and amounted to 4.7 trillion rubles, follows from the presentation of the department presented by Yegorov. Most of them are labor taxes. Receipts from insurance premiums amounted to 1.5 trillion rubles. (an increase of 0.6% compared to 2021), from personal income tax – 1.4 trillion rubles.
