Kommersant: the government may limit the number of fuel exporters

The government is discussing limiting the number of fuel exporters to combat gray exports. About this with reference to sources informed “Kommersant”.

As part of the restriction, the introduction of a closed list of oil refineries (ORs) that will be allowed to supply fuel for export is being discussed. It is specified that the gray export of gasoline is one of the reasons for the increase in wholesale prices in recent months.

Proposals to limit the number of exporters were sent to Deputy Prime Minister Alexander Novak from the Ministry of Energy.

June 30 Novak instructed work out quotas for exports of oil products from Russia. It was also noted that the Ministry of Energy, together with the Federal Antimonopoly Service (FAS), would need to take measures to prevent the gray export of petroleum products.

July 21 Deputy Prime Minister informedthat the government has developed a number of proposals that will help stabilize the stock price of gasoline. He noted that in the near future several refineries will be out of repair, which will increase the supply of fuel on the exchange.

AI-92 and AI-95 gasoline brands have updated several records in recent days. In particular, on July 20, their value on the stock exchange exceeded 63,000 rubles/ton and 69,000 rubles/ton. respectively. As of July 24, AI-92 exceeded 64,000 rubles/t.

From 2023, a protective duty on the export of fuel began to operate, for the supply of which to the domestic market, manufacturers received damper payments. It was approved by the government in the fall of 2022. The Ministry of Industry and Trade then clarified that this would exclude the export of certain categories of oil products if their manufacturer had already been reimbursed for the damper in connection with the sale on the domestic market.

In the Ministry of Energy declared “Vedomosti” that the introduction of the duty “will allow more confident to work out additional mechanisms for stabilizing the domestic fuel market, such as expanding the damper, if necessary.”
