Finance Minister Anton Siluanov said that voluntary contributions from businesses to the budget are expected once this year. He added that there is currently no talk of raising taxes.
“We are talking about a one-time business participation this year. And in terms of growth in their financial results. We will compare the increase in financial results for 2022 and 2021 to 2020 and 2019,” the minister said (quoted by RIA Novosti).
On February 8, Deputy Prime Minister Andrei Belousov said that the government is negotiating with big business on voluntary contributions to the budget from 2022 income. The head of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin said that the companies discussed this idea with the Cabinet of Ministers for about two months and came to the conclusion that it was unrealizable.
February 17 Mr. Siluanov clarifiedthat the government expects to replenish the budget at the expense of the contribution of big business, with the exception of the oil and gas sector. He estimated additional income at 300 billion rubles. In the Kremlin, the government’s idea of a voluntary contribution of business to the budget called common world practice.
Yesterday, February 20, RBC sources reportedthat one-time business contributions to the budget can be enshrined in the Tax Code as a fee. According to them, it can be extended to companies with an average profit in 2021-2022 of over 1 billion rubles.
