Siluanov: the rate of a one-time fee from business will be 5% if paid in 2023

The rate of a one-time fee from business – the so-called windfall tax – will be 10% of the excess of profit for 2021-2022. over the same indicator for 2018-2019. If the fee is paid this year, the rate will be 5%. This was announced by the Minister of Finance Anton Siluanov to journalists.
“The collection is structured in such a way that we comply with tax laws that during the year it is impossible to introduce measures worsening for taxpayers if they go beyond the tax period, and build in such a way that the collection itself is 10% payable in 2024, 5% – in that. There is an option to make a security deposit of 5% this year, which will be credited as a tax and tax deduction next year,” said Siluanov (quote according to TASS).
There will be no targeted exceptions for individual companies, he stressed. The corresponding amendments to the Tax Code (TC) will be sent today for approval to the departments and the Russian Union of Industrialists and Entrepreneurs (RSPP), the minister added.

According to sources, the Ministry of Finance has prepared a separate draft law “On the tax on excess profits of previous years”, as well as amendments to Part 1 and Art. 270 h. 2 NK.
At the same time, not only Russian, but also foreign organizations with a permanent representative office in Russia will fall under the obligation to pay the fee. The bill also introduces a number of tax exemptions. The tax base is assumed to be zero if the arithmetic average of profit for 2021–2022 is does not exceed profit for 2018-2019. and if it is less than 1 billion rubles.
Siluanov earlier saidthat the Ministry of Finance expects to receive from the business a total of about 300 billion rubles.
