The federal budget deficit in 2022 amounted to 3.3 trillion rubles, or 2.3% of GDP, Finance Minister Anton Siluanov said at a government meeting. He estimated the income at almost 28 trillion rubles. According to him, the budgets of 40 regions were executed with a surplus, 45 regions – with a deficit.
“Last year we overfulfilled the income plan, the total volume amounted to almost 28 trillion rubles, which is 2.8 trillion rubles. higher than planned. This was achieved both through oil and gas revenues due to higher energy prices, and through the growth of non-oil and gas revenues, including VAT growth as a result of increased demand in certain periods of the last year,” said Mr. Siluanov (quoted by Interfax ).
As the minister clarified, excluding the funds allocated for compensation to state off-budget funds as a result of granting a deferment on insurance premiums, the deficit amounted to 1.8% of GDP. “That is, less than 2% of GDP, as we planned,” Anton Siluanov added. According to Prime Minister Mikhail Mishustin, budget expenditures amounted to over 31 trillion rubles.
Ministry of Finance expected federal budget deficit for 2022 at the level of 2% of GDP. Mr. Siluanov explained the growth of this indicator with 0.9% additional expenses, in particular social ones: the annual expenses of the state treasury over the past year exceeded 30 trillion rubles. The 2023 budget is drawn up with the same deficit of 2% of GDP.
