Ilshat Shagiakhmetov, General Director of the Territorial Development Fund (TDF), said in an interview with RIA Novosti that every year in Russia 2-2.5 million square meters of housing are recognized as an emergency state. According to the latest data, as of January 1, 2022, 1.3 million people lived in emergency housing.

To cover the cost of repairs and resettlement of citizens from emergency housing, it is necessary to allocate from 176 to 220 billion rubles annually, which is 0.6-0.8% of all federal budget expenditures. In 2023, 196 billion rubles will be allocated for the resettlement of dilapidated housing in Russia. The main part of these funds will be used to repair houses that were declared unusable before 2017, and 22.5 billion rubles will go to a new program for the resettlement of houses that became emergency after 2017.

The rate of resettlement of dilapidated housing in Russia in 2023 will decrease. In 2022, 193 thousand citizens were resettled in the country, which is more than 3 million “squares”, while in 2023 it is planned to resettle about 140 thousand citizens, which corresponds to 2.6 million “squares”. Shagiakhmetov emphasized that this is equivalent to the resettlement of cities such as Pyatigorsk, Nakhodka or Odintsovo, and hopes to increase the rate of resettlement of dilapidated housing in 2024.
