Sergei Mironov proposed to the head of the Constitutional Court to lift the moratorium on the death penalty

Sergei Mironov, the leader of the Just Russia – For Truth faction, sent a letter to the Chairman of the Constitutional Court (CC) of the Russian Federation Valery Zorkin with a proposal to consider the issue of lifting the moratorium on the death penalty, reports TASS with a link to the letter.

“I ask you to consider the possibility of reconsidering the position of the Constitutional Court of the Russian Federation regarding the possibility of imposing and carrying out the death penalty by the courts,” wrote Mr. Mironov.

The need to return the death penalty in Russia, according to the leader of the faction, is due to a change in the geopolitical situation, hostile actions of Western countries against the Russian Federation, as well as terrorist attacks and killings of civilians that take place on Russian territory.

According to the parliamentarian, the decision of the Russian Federation to establish a moratorium on the death penalty was an important reason for its invitation to the Council of Europe in 1996, when Russia signed a protocol to the Convention for the Protection of Human Rights on the abolition of death sentences in peacetime. According to Mr. Mironov, the Russian Federation never ratified this treaty, and last year withdrew from the Council of Europe, so the obligations, including those relating to a moratorium on the death penalty, have lost their relevance. These obligations have no significant political and legal significance and threaten the security of the Russian Federation, the leader of the faction noted.
