Senators accelerated the transition of new regions to the Russian retirement age

The Federation Council approved the law “On the Peculiarities of Pension and Additional Social Security for Russian Citizens Living in the Territories of the DPR, LPR, Zaporozhye Region, Kherson Region” on February 15. According to him, the transition to the Russian retirement age in the new territories will take place in less than 5 years, and not in 10, as previously planned by the government. In accordance with the law, from March 1, 2023, the provision of pensions to residents of the four regions is carried out in accordance with the legislation of Russia. The retirement age in all subjects of the Federation is now “synchronized,” Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, told Vedomosti.

“A year is a transitional period for the recalculation of pensions under Russian law. Objectively, our average Russian pensions are much higher than they were under the Kiev regime, so people, in principle, will benefit. At the same time, even if a person comes, for example, in the middle, at the end of the year, they will recalculate and pay the recalculation starting from March 1,” she said. If for some reason a citizen now receives more and this is provided for by regional legislation, then he will retain such a benefit, Bessarab emphasized.

According to Ukrainian legislation, which was in force in the Kherson and Zaporozhye regions, the retirement age is 60 years for men and women upon reaching 30 years of work experience, 63 years with an experience of 20 to 30 years, 65 years with an experience of 15–20 years. In the DPR and LPR, the retirement age is set at 60 for men and 55 for women. In Russia, the law on pension reform was adopted in 2018: it involves a phased increase in the retirement age by five years. By 2028, the retirement age will reach 65 for men and 60 for women.

The original version of the government bill for the new territories was to maintain the old retirement age for those who already receive it, wrote “Vedomosti”. At the same time, for citizens who should retire from March 1, 2023 to December 31, 2032, in accordance with the legislation in force in the new territories, it was promised to establish a transition period. But immediately after the first reading in the State Duma on February 13, the deputies introduced amendments to the bill. Therefore, there is no longer a transition period until 2032.
