Experts suggested that the Federation Council revive the Soviet Information Bureau, introduce military censorship, remove entertainment content from screens, and require the Ministry of Culture to provide Russians with books and performances about the NWO and its heroes. These measures should help rid society of hostile narratives that destroy spiritual foundations. Senators recalled that part of the concerns will be removed by the law on the control of persons under foreign influence, which comes into force on December 1.
According to the regulations, the Federation Council Commission for the Protection of State Sovereignty was supposed to meet once a quarter. But in fact, meetings are held more frequently. These, as its chairman Andrei Klimov explained, are the requirements of the time. The senators devoted this round table to collecting proposals that could gain the force of legislative initiatives to more effectively counter “hostile narratives” in the information, educational and cultural environment. Such narratives, judging by the content of the discussion, in the Federation Council include both verbal manifestations (including the use of foreign words instead of Russian synonyms) and non-verbal demonstration of commitment to values and symbols alien to the Russian people. In particular, the appearance on the TV screen of speakers in T-shirts with the image of New York was condemned.
As expected, the main recipients of the recommendations were producers and disseminators of information. It is in this environment, according to the meeting participants, that most hostile or ideologically dubious content appears that negatively affects the minds of Russians. According to Igor Ashmanov, a member of the Human Rights Council, a specialist in the field of Runet and artificial intelligence, the time has come to revive not only the State Defense Committee, which, in his opinion, is analogous to the Coordinating Council created by the president, but also the Soviet Information Bureau as “the unified voice of the state.” Now Peskov says one thing, Konashenkov another, and Zakharova a third. This is not possible, says the expert. “We need the Rosinformburo and our own Levitan,” he stressed, noting that in parallel with the creation of a new state corporation, it is necessary to introduce military censorship. Those media that do not follow the established requirements should immediately lose their licenses, and Internet resources should be blocked. The proposal to finally renounce freedom of speech, and this, in fact, is exactly what this is, was liked by the participants in the meeting. “I’m not saying that we need our Goebbels, but there should be one coordinating information center,” Senator Olga Kovitidi supported the idea of creating the Rosinformburo.
From the lips of the senators themselves, considerations were voiced that people in the annexed territories are not “mentally close to Russians”: they were brought up and educated “in a different paradigm”, and in order to ensure their integration into our society, everyone will have to “work a lot”.
As for the sphere of culture, it seems that a consensus has been reached here: the former Lube guitarist, and now Senator Alexander Weinberg, said that now is the time when shades are not needed. He who is not with us is against the people. “I despise and disdain many of my colleagues in the shop,” he stressed, noting that if the cultural figures who left decide to return, “eternal contempt”, as well as deprivation of fame and benefits, should become their lot. Weinberg urged to completely remove entertainment content from the cultural environment and think about censorship. “Don’t be ashamed of that word,” he said.
Mr. Klimov recalled that part of the concerns regarding the spread of hostile narratives will be removed by the law “On Control over the Activities of Persons Under Foreign Influence”. “They have already somehow forgotten about him,” but meanwhile “everything gets there except treason.” According to Klimov, there is a “specific audience” known “by last name, first name, visits, where they go and what tasks they receive.” Now the government is adopting regulations, and from December 1, when the law comes into force, law enforcement practice will begin to develop.
