Andrey Klimov, head of the Federation Council Commission for the Protection of State Sovereignty, said that Russians who left the country with the start of a military operation may fall under the provisions of the law on control over foreign agents. “If you carefully read the law on the control of persons under foreign influence, a person who went abroad, did he not become under foreign influence? It turned out. Such a person, according to Mr. Klimov, will not be able to apply for “positions, government orders.” The senator would not trust them to work in the field of government and would be “extremely surprised” if they taught in public universities or schools. Mr. Klimov stressed that the decision to include foreign agents in the register is made by the Ministry of Justice.

According to the senator, a citizen who, having received a summons, leaves the country, commits a crime and falls under the Criminal Code of the Russian Federation.

The senator added that each case should be dealt with individually, because there are people who planned to leave Russia even before the start of the military operation, for example, for medical treatment. However, Klimov noted, the position of some people who decided to “wait something somewhere” deserves “public response.”
