Senator Bondarev: subpoenas must be served against receipt – there are no electronic methods

Alerts that military registration and enlistment offices send to Russians in electronic form are not subpoenas, said TASS Viktor Bondarev, head of the Federation Council Committee on Defense and Security. The electronic method of delivery is not defined by Russian law.
“According to Article 26 of the Federal Law “On Military Duty and Military Service”, military registration and enlistment offices are called to draft events only with a summons, which, according to Article 31 of the same Federal Law, the conscript must receive against signature. The Code of Administrative Offenses defines liability for failure to appear at the military registration and enlistment office only when summoned by a summons, ”said Mr. Bondarev.
Rear Admiral Vladimir Tsimlyansky, Head of the Main Organizational and Mobilization Directorate of the Russian General Staff, announced today, March 31, that subpoenas for the spring conscription will be sent electronically through Gosuslugi.
Later, Deputy Head of the State Duma Defense Committee Yuri Shvytkin declared, that sending subpoenas through the “Gosuslugi” will be equated with personal delivery, and deleting an account there will be considered evasion from service. Meanwhile, from the service page on “Gosuslugi” disappeared the account deletion button, as well as the corresponding instructions. Support service specialists reported that the function was removed at the request of the Ministry of Digital Development.
