There are two reasons for this trend, which have become especially relevant in conditions of low unemployment in the country, explained Evgeniy Yamburg, Honored Teacher of Russia, Director of Moscow School No. 109:

“The situation is very different: in some regions – Moscow, St. Petersburg, Kazan – you have not yet found a job as a teacher, and in some there are not enough teachers. There are two components.

The first is different levels of wages, because this is the competence of the regions. As a result, if in Moscow I pay a teacher less than 90 thousand rubles, then I will simply be fired from my job. In the Moscow region there will already be 53 thousand rubles, and in Krasnoyarsk, for example, working 30 hours, a teacher receives 23-24 thousand rubles. This is a worthless story.

If we want to create a unified educational space, then we need common approaches to wages.

The next point: teachers are overloaded with meaningless work; a colossal number of reports are required of them. There is a joke in Russia: school is the place where children interfere with teachers’ work with documents.”

The problem with the shortage of teachers can be solved if the government takes a number of measures, noted Oleg Smolin, first deputy chairman of the State Duma Committee on Science and Higher Education:

“According to data from the Financial University under the government, Russia lacks approximately 250 thousand teachers, but that’s how you count. If we assume that a teacher works for one paycheck, then there would be a shortage of 800 thousand teachers. If he taught 24 lessons a week, as was customary in Soviet times, then we would be talking about a deficit of 400 thousand people. Apparently, those who counted were based on 1.5 bets.

Nowadays, a teacher’s remuneration does not correspond at all to the costs, qualifications, and intensity of his work, which is why people leave school.

Even in Moscow, according to the Public Chamber, quite a lot of teachers come to school, receive bonuses due to young specialists, and leave after a while.

Currently, a bill is being considered in the State Duma, according to which a teacher should receive what he is entitled to according to the presidential decree of 2012, working not for 1.8-2 pay rates, as in my native Omsk, but for one.

As soon as a teacher’s real salary becomes higher than the regional and national average, the personnel crisis will end. This requires, according to the Ministry of Education, about 400 billion rubles. per year and would amount to only slightly less than 0.5% of GDP.
