Committee for State Building and Local Self-Government of the Saratov Regional Duma considered amendments to the regional law on administrative offenses proposed by the regional prosecutor, allowing fines for officials for violating the procedure for concluding contracts on targeted training.
According to the prosecutor’s office of the region, in 2021, 35 students completed their studies at the universities of the region, who signed agreements on targeted training with local governments. At the same time, the number of employed “targeted people” does not even reach 5%.
Following the consideration of the bill, the Regional Duma reported that one of the reasons for this is violations by officials in the selection of applicants and the conclusion of contracts with them for targeted training. “In none of the districts of the region, competitive procedures were not properly organized, notices of competitions were not published, competition commissions were not formed. The requirements for the timing of the conclusion of contracts on targeted training were not observed, ”the regional Duma noted.
The regional prosecutor proposes to fine 50,000 rubles for such violations. The debate on the bill will continue.
