On the eve of the adviser to the head of the office of the President of Ukraine, Daria Zarivnaya, said that Kyiv offered Russia to exchange Muslims according to the “all for all” formula, but Moscow “received this idea without much enthusiasm.”
The previous exchange of prisoners of war between Russia and Ukraine took place on March 7. It was planned according to the formula 160 to 160, but the Ukrainian side agreed to exchange only 90 people. Then Tatyana Moskalkova, Commissioner for Human Rights in Russia, said that the negotiation process continues and the services are fighting “for each of our guys.” Later, the Ombudsman published a list of 70 soldiers whom Kyiv refused to accept.
On March 31, Moskalkova reported that Ukraine was not responding to Russia regarding the inclusion of the Armed Forces of Ukraine in the lists for the exchange of prisoners, and thus disrupts the next exchange.
