On Saturday, at a special meeting of the parliament of the unrecognized Nagorno-Karabakh Republic (NKR), a new president, 45-year-old Samvel Shahramanyan, was elected. In a closed vote, in which 23 deputies took part, only one voted against his candidacy. This information was shared with the Interfax agency in the parliament of the Nagorno-Karabakh Republic.
It is noted that only Shahramanyan was nominated for the post of president.
Samvel Shahramanyan was born in Stepanakert and has extensive experience in various positions. He has held positions such as chief bailiff of the Nagorno-Karabakh Republic, chief of police of Stepanakert, director of the National Security Service (2018-2020) and secretary of the Security Council. In addition, Shahramanyan has the rank of major general.
Earlier, on September 1, NKR President Arayik Harutyunyan announced his resignation. Before this, he signed a decree on the release of State Minister Gurgen Nersisyan and the appointment of Shakhramanyan to this position.
Harutyunyan said that the current situation requires change and flexibility. He admitted that his biography and Azerbaijan’s attitude towards it created certain problems for his further actions and flexible conduct of policy. He also noted that the defeat in the war and subsequent difficulties significantly undermined confidence in him as president.
At the same time, Harutyunyan said that he does not plan to leave Nagorno-Karabakh.
Harutyunyan became President of the Republic in the spring of 2020.
