A draft law on the deprivation of citizenship by birth for desertion and discredit was submitted to the State Duma
Senators from Sevastopol Ekaterina Altabayeva and Sergey Kolbin, from Crimea Sergey Tsekov and LPR Olga Bas submitted a bill to the State Duma, according to which they propose to deprive citizenship by birth can be deprived for a number of crimes. Among the grounds for such a measure, the authors cite violations of the law under articles on desertion, discrediting the Armed Forces of the Russian Federation and incitement to extremism.
This initiative contradicts Article 6 of the Constitution of the Russian Federation, paragraph 3 of which states that a citizen of the Russian Federation “cannot be deprived of his citizenship or the right to change it.” However, in an explanatory note, the senators write that a similar rule has already been introduced by a separate law in April – it applied only to those persons who were admitted to the citizenship of the Russian Federation, and did not apply to Russians who received Russian documents by birthright or on the basis of a federal constitutional law, as is the case with the Crimeans.
Legislators believe that their initiative will improve the guarantees of equality of citizens before the law.
