In 2024, owners of dacha plots may receive fines for illegal seizure of land and for the construction of illegal dacha buildings, said Nikita Chaplin, deputy of the State Duma of the Russian Federation from the United Russia faction.
He explained that squatting or appropriation of land implies administrative punishment in the form of fines. For example, squatting of other people’s territories will cost the violator from 1 to 1.5% of the cadastral value of the entire plot, but not less than five thousand rubles. The construction of illegal buildings is punishable by a fine of 5 thousand rubles for individuals and up to 1 million rubles for officials.
For non-compliance with distances, the court may decide to demolish the building, even if it is provided for in the plan. New laws prohibit washing a car outside of your own area and require you to pay for electricity on time. Debt will also lead to a fine and disconnection of the garden plot from electricity.
In some cases, a fine may be imposed on the gardening partnership as a whole. For example, for the accumulation of household waste and organizing an illegal dump.
