Russian police officers sentenced for taking bribes while filming the series “Chikatilo”

Ex-policemen received 5 and 11 years in prison for bribes during the filming of the series

The former head of the Department for the Protection of Public Order (UOOP) of the Main Directorate of the Ministry of Internal Affairs, Sergei Kulishov, and his subordinate Vitaly Fokin, the Dorogomilovsky District Court of Moscow, were sentenced to 5 and 11 years in prison, respectively, for taking bribes. The defendants in the criminal case for a fee blocked traffic on the streets for the filming of the series “Chikatilo” in the capital. Recall that the series about a serial killer with the same name “Chikatilo” was released on one of the film platforms in March 2021. A year later, in March 2022, the final second season of this tape started. The main role in the epic was played by Dmitry Nagiyev. The director was Sarik Andreasyan. Filming for the series began in September 2020. It was for them that traffic had to be blocked in the capital, for which the filmmakers gave bribes to the police.

“To recognize Fokin guilty on four episodes of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe), by partial addition of punishments, to finally sentence him to imprisonment for a term of 11 years in a strict regime correctional colony, with a fine of 2 million rubles, ”the court said. The ex-policeman found guilty is now also disqualified from holding positions in the public service and in the law enforcement system of Russia for six years.

His boss Sergei Kulishov was found guilty by the court under Part 5 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on a large scale). “Assign him a sentence in the form of imprisonment for a period of 5 years with a sentence to be served in a strict regime correctional colony, with a fine in the amount of twice the amount of the bribe, that is, 1.2 million rubles,” the court said. The former head of the UOOP of the Main Directorate of the Ministry of Internal Affairs is prohibited from working in law enforcement agencies for four years after his release.

It is noted that Fokin and Kulishov are not the only defendants in the “case of the Chikatilo series.” In December 2022, the former CEO of Kino Group LLC Dmitry Bolshakov was sentenced to 5.5 years in prison. Igor Fayzullin, the former deputy head of the third department of the UOOP of the Main Directorate of the Ministry of Internal Affairs in Moscow, was also found guilty of two episodes of receiving large bribes during the filming of the scandalous series. The court sentenced him to serve his sentence for 8.5 years in a penal colony. Dmitry Smolin, deputy head of the Kitai-Gorod police department, was sentenced to 7.5 years in a strict regime colony. He was found guilty of one count of accepting a large bribe.

According to the investigation, representatives of the Ministry of Internal Affairs Fedorov, Faizullin, Kulishov and other defendants in the “case of the Chikatilo series” received money through Dmitry Bolshakov for blocking car and pedestrian traffic in the Timiryazevsky district and the center of Moscow. This was done in order to create a safe environment for filming the scandalous series.
