Russian Paralympic athletes may be admitted to the 2024 Games without taking into account the decisions of the IOC

Russian Paralympic athletes may be admitted to the 2024 Games in Paris, regardless of the decision of the International Olympic Committee (IOC). This statement was made by the head of the International Paralympic Committee (IPC) Andrew Parsons.
“Our position on Russia and Belarus has not changed. The IOC has made a recommendation to international sports organizations, but it does not apply to the Paralympic movement,” said Parsons (quoted from Kyodo). He did not name the timing of the decision on the admission of Russians to the 2024 Paralympics.
In November 2022, the IPC suspended the membership of the Russian Paralympic Committee (RPC) in the organization. During the voting at the extraordinary general assembly in Berlin, 64 delegates spoke in favor of the removal of the Russians, 39 – against, 16 – abstained.
In March 2023, the IOC recommended admit athletes from Russia and Belarus to the competition in a neutral status, but on the condition that they do not represent the Russian law enforcement agencies, and also did not engage in “support for hostilities”. The head of the IOC, Thomas Bach, said that international sports tournaments should be held without discrimination. At the same time, the issue of the participation of Russian and Belarusian athletes in the 2024 Olympics has not yet been considered and will be resolved later.
For the complete non-admission of athletes from Russia and Belarus to the 2024 Summer Olympics in Paris publicly spoke 35 countries, including the USA and Germany. Mr. Bach responded by saying that governments should not decide who admit to sporting events, and who to remove from them.
