The Russian Orthodox Church (ROC) believes that a bill giving regional authorities the right to independently determine the procedure for treating stray animals cannot be supported. This was announced by the head of the church department for work with public organizations Dmitry Roshchin.
In the answer of Mr. Roshchin, which cites Interfax, it is said that the ROC does not accept the draft law “in the proposed wording.” He clarified that the Russian Church “has special concern for the preaching of a conscientious attitude of man to God’s creation – the world around him.”
Current legislation prohibits the killing of stray animals. Proposed State Duma bill accepted in the first reading on May 16. The authors specified that the bill “does not close shelters”, but helps regions that find it difficult to comply with the requirements of the law regarding the organization of shelters due to “their remoteness and small population”. The amendments were developed after the death of an eight-year-old boy as a result of an attack by a pack of stray dogs in Orenburg.
