Russian LED manufacturers are losing in the fight against imports

Manufacturers of electronic products have approached the government with a proposal to introduce reporting on compliance with requirements for a minimum mandatory share of purchases of domestic lighting equipment and electricity meters, as well as to establish fines for non-compliance. This is stated in a letter from the Association of Enterprises in the field of radio electronics, IT, digital innovation and engineering (participants include electronics manufacturer GS Group, manufacturers of final electronic products, electronic components in the lighting and measurement fields). Vedomosti reviewed a copy of the letter sent by the association on October 27 to Prime Minister Mikhail Mishustin.

In February 2023, the government already introduced a minimum share of purchases of domestic products of 90%, but reporting on compliance with quotas and responsibility for non-compliance have not been established, the authors of the letter note. In addition, from January 1, 2023, owners of intelligent electricity metering systems (smart meters) must be fined for violating their installation obligations. But the amount of fines is not in the regulatory documents and it is unclear when it will appear, the letter says. From January 1, 2024, a penalty will be introduced for guaranteeing electricity suppliers for violations during the acquisition, installation, replacement, and admission into operation of metering devices of foreign origin, but it is not significant (for officials – from 20,000 to 30,000 rubles, and for legal entities – from 50,000 to 100,000 rubles). According to the authors of the appeal, this “does not provide an incentive to comply with legal requirements.”
