Vedomosti: Civic Chamber proposes sending homeless people for “labor rehabilitation”
In the Public Chamber (OP) of the Russian Federation and the Council for Guardianship in the social sphere, a proposal was made to search for the homeless in Russia with the help of the police in order to send them to “labor rehabilitation”. The newspaper reports Vedomosti with reference to the relevant document.
It is noted that the project “to identify and arrange the life of persons without a fixed place of residence” is called upon to determine the procedure for identifying the homeless and their subsequent employment. The document says that homeless Russians, in addition to law enforcement officers, will also be able to identify individuals and legal entities who will be able to report their discovery by calling 112. It is assumed that after 20 minutes an ambulance and police will arrive at the place, and then the homeless person will be taken to police department for personal identification.
According to the idea of the OP and the Board of Trustees in the social sphere, if the Russians do not have any offenses, then the employees of the Center for Social Adaptation will deal with them. In the event that a homeless man is capable, he will be sent to a “social labor house”, and women, in turn, are supposed to be sent to crisis centers. At the same time, the document states that a person can refuse assistance from the state.
