In October, the Lithuanian Foreign Ministry declared Sergey Ryabokon, Charge d’Affaires of Russia in the country, persona non grata. Vilnius also considered his activities incompatible with the status of a diplomat, noting that his actions could be regarded as interference in the internal affairs of the host state and therefore considered a violation of the Vienna Convention on Diplomatic Relations.
