Russia will pay only part of the contribution to the budget of the Council of Europe for 2022

Russia will pay a contribution to the budgets of the Council of Europe (CE) only for the period of stay in the organization from January 1 to March 15, 2022. This is stated in the draft law introduced by Russian President Vladimir Putin on the termination of the international treaties of the Council of Europe with respect to Russia.
“In connection with the termination of Russia’s membership in the Council of Europe, it was decided to pay contributions only for the period of stay in this organization <...> The total amount was about €5.7 million,” the document says.
As noted in the explanatory note to the project, the amount of the Russian contribution to the budgets of the Council of Europe and its partial agreements for 2022 was to be about €33.7 million.
Earlier, the head of state appointed Deputy Foreign Minister of the Russian Federation Alexander Grushko as his official representative when the parliament is considering the issue of terminating the international treaties of the CE with respect to the Russian Federation.
After the start of the special operation in Ukraine, the Council of Europe on February 25, 2022 suspended the representation of the Russian Federation in the statutory bodies of the organization. On March 15, the Russian Foreign Ministry handed a notice of the withdrawal of the Russian Federation from the Council of Europe to the Secretary General of the Council of Europe Maria Pejcinovic-Buric.
Leaving the organization also means leaving the European Court of Human Rights (ECtHR). The Ministry of Foreign Affairs emphasized that the Russian Federation will continue to comply with the already adopted decisions of the ECHR, if they do not contradict the Constitution of the Russian Federation.
