Russia plans to introduce digital profiles of migrants in 2024 – Kommersant

The Russian government has approved a plan for the concept of migration policy from 2024 to 2025, reports TASS with reference to the Cabinet document. In 2024, digital profiles of migrants will be created in Russia. The government also intends to introduce mandatory consular registration for Russians abroad, reports RBC. The document with the action plan has not yet been published on the official government website.

The digital profile system is planned to be implemented by the end of 2024. The profile should combine migration registration data contained in various departmental systems for each foreign citizen. To create such a system, the joint work of the Ministry of Internal Affairs, the FSB, the Ministry of Economy, the Ministry of Education and Science and the Ministry of Digital Development will be required. The development of the system should be completed by December 10.

According to the government, such a decision will ensure reliable confirmation of the identity of foreigners arriving in the country. Also, using the system, foreigners will be able to notify of their intention to come to Russia and use government services.

The document states that the concept of migration policy from 2024 to 2025 introduces mandatory consular registration of Russians living abroad, writes RBC. This standard is expected to be introduced by June 20, 2025. With the help of this measure, it is planned to define the concept of “citizen permanently residing outside the Russian Federation” and specify the legal status of such a group of persons.

The concept of state policy for 2019-2025 was approved by decree of Russian President Vladimir Putin in 2018. In 2023, the concept was updated.
