Russia blocked the agenda of the OSCE forum on humanitarian law – Kommersant

The Russian delegation blocked the approval of the agenda for the meeting of the OSCE Forum for Security Co-operation (FSC) on humanitarian law chaired by Cyprus. The head of the delegation, Konstantin Gavrilov, explained the decision by preventing Russian speakers from speaking at the FSC meeting.

“If the chairman has the right to propose an agenda and form a pool of speakers at the meeting, then our right is to agree or object to the integral agenda that is proposed for approval,” said Konstantin Gavrilov (quoted by TASS).

According to the diplomat, representatives of NATO countries are putting pressure on Cyprus, which chairs the OSCE FSC, in order to “monopolize the right to formulate the agenda of meetings.” Mr. Gavrilov said that Russia is submitting a request in advance to include its speakers at the upcoming meeting chaired by Croatia. The reason for this decision was Cyprus’ refusal to include Russian speakers under the pretext that “the list was formed in advance,” Mr. Gavrilov said.

The OSCE Security Forum, chaired by Cyprus, began its work on January 17. Cyprus, in the context of the conflict in Ukraine, proposes to consider topics on humanitarian demining of territories, the application of international humanitarian law during armed conflicts with an emphasis on gender-based violence, the role of security forces in protecting the environment and responding to climate change. In April 2024, the chairmanship of the forum will pass to Croatia.
