Russia and the United Arab Emirates (UAE) continue to work together to prepare a double taxation agreement (DTT). This was stated by Russian Finance Minister Anton Siluanov at a briefing on the results of 2023.
“We recently met with colleagues from the United Arab Emirates. We agreed that we are preparing and improving an agreement on the avoidance of double taxation. The processes will continue to continue. We will work with our partners and try to unify these agreements so that there are no preferential regimes, so that there are no profit points like with Cyprus, when everyone transferred money there and did not pay taxes. All our work is aimed at not creating such profit centers abroad,” said Mr. Siluanov (quoted by TASS).
Ministry of Finance works over the revision of tax agreements with countries that have not joined the sanctions, starting in the summer of 2022. Negotiations, in particular, were conducted by Malaysia, Turkey, Oman and the UAE. However, at the moment it was possible to bring them to the end only with Oman. Negotiations with Turkey have been suspended because Ankara has not shown interest in re-signing the DTT.
