RPN will check sellers of tobacco products without the consent of the prosecutor’s office

The draft resolution developed by the government on a moratorium on control measures will provide for a mechanism for on-site inspections by inspectors of Rospotrebnadzor (RPN) in relation to sellers of nicotine-containing products. This was announced by the director of the department of state policy in the field of licensing and control and supervisory activities, Alexander Vdovin.
According to him, the new resolution will contain annexes devoted to the specifics of control over certain types of products, primarily nicotine-containing and alcoholic products.
According to the scheme developed by the government for nicotine-containing products, the RPN will formulate a plan for conducting on-site inspections, based on the results of which the inspector will be able to issue orders after inspecting the site and identifying violations. Such a mechanism will eliminate the “lengthy stage of approval [проверки] with the prosecutor’s office” and the need to justify the inspection in cases where the violation can be recorded visually, Vdovin said.
Such measures will resolve the “absolute majority of issues” in the market, he said.
According to him, the new resolution will be published within a few days.
The government extended the moratorium on routine business inspections until 2030 in early March. According to it, inspections can be carried out only in relation to organizations whose activities are classified as extremely high and high risk of harm, hazardous production facilities of class II hazard, as well as within the framework of the law on the protection of consumer rights.
