The military commissar of the Rostov region Igor Yegorov revealed the conditions for the movement of conscripts in the region. According to him, movement within the territory of a constituent entity of the Russian Federation is not prohibited. However, in order to travel outside the Russian Federation, you need to obtain a certificate of the established form from the military registration and enlistment office.

How informs Rossiyskaya Gazeta, lists of citizens registered with the military have been sent to the capital’s competent authorities. Without a certificate, a person liable for military service may not be allowed to go abroad.

Speaking about the movement of persons subject to conscription across the territory of the Russian Federation, Yegorov noted that such restrictions have not been established. However, traffic police officers have the right to stop a person and demand a certificate from the military registration and enlistment office. As a result, he recommended that even those who are not subject to conscription under partial mobilization receive an appropriate certificate. It can only be issued at the military registration and enlistment office at the place of residence.

Prior to this in the government of the Kaliningrad region explained, which of the inhabitants of the region is closed to travel abroad. This applies exclusively to those Russians for whom summons have been issued. But if a Kaliningrader is simply suitable in all respects for being called up for service at the stage of partial mobilization, then he still has the right to leave the country.
