Rosobrnadzor revealed violations of mandatory requirements in all universities that are authorized to conduct a comprehensive exam for foreigners in the Russian language, Russian history and the fundamentals of Russian legislation. Based on the results of the exam, a certificate is issued, which is necessary to obtain a work permit, residence permit and Russian citizenship. The Prosecutor General’s Office is conducting an inspection of all universities, reported press service Rosobrnadzor.
The press release states that in 2022, Rosobrnadzor carried out preventive measures in 448 universities, 323 of which issued warnings. In addition, three scheduled and six unscheduled inspections were carried out at universities, the press service reports the words of the deputy head of Rosobrnadzor Svetlana Kochetova.
As of October 30, 2023, Rosobrnadzor carried out 467 preventive measures in universities, sent warnings to 335 higher education institutions, carried out 16 unscheduled inspections and safety monitoring in 86 universities, Ms. Kochetova said.
The list of educational organizations in which a foreigner can take a comprehensive exam to obtain a certificate includes 13 universities, the list of which was in 2017 approved Ministry of Education and Science.

On October 26, a new citizenship law came into force in Russia. One of the innovations is that foreigners, even those who have not had five years of residence experience in Russia, can declare their desire to become a Russian citizen. However, in this case they must be contract military personnel (for a period of at least a year), refugees (including political ones) or participants in a program for the resettlement of compatriots. To confirm your knowledge, you need to pass a test in Russian as a foreign language or pass a comprehensive exam in all necessary subjects and receive the appropriate certificate.
