Rosmolodezh will have new powers and additional funding

Rosmolodezh will increase staff, funding and powers. This is stated in the draft government decree developed by the White House, Vedomosti drew attention.

For example, now the head of Rosmolodezh (the position is occupied by Ksenia Razuvaeva) may have three deputies, one of them will be “promoted” to the state secretary of the department. Rosmolodezh will be able to carry out the functions of developing state policy, legal regulation in the field of youth policy (with the exception of higher education). She will no longer be guided by the regulations of the Ministry of Education and Science, from whose supervision she was brought under the control of the government in 2018.

Rosmolodezh will be able to submit bills, a draft work plan and projected performance indicators to the government. It will also be able to independently adopt regulations on issues in the field of youth policy, with the exception of those issues that are regulated by the president and the White House. Prior to this, there was a clause in the regulation on Rosmolodezh, according to which it could not carry out legal regulation in this area, except in cases established by presidential decrees and government decrees.

The explanatory note to the draft resolution states that it was prepared in pursuance of a list of instructions from Deputy Prime Minister Tatyana Golikova, which, in turn, were given following the President’s instructions after the meeting of the State Council on Youth Policy held on December 22, 2022. Vladimir Putin considered it necessary empower Rosmolodezh with the authority to regulate youth policy, if necessary, providing for an increase in the staffing of the department.

At the State Council at the end of last year, the chairman of the State Council Commission on Youth Policy, Governor of the Yamalo-Nenets Autonomous Okrug Dmitry Artyukhov, spoke about this. Then he also said that a separate national project on youth policy and an expert center on youth policy issues are needed.

Rosmolodezh became directly subordinate to the government, many federal agencies went through this, for example, the same happened with Rosobrnadzor, recalls State Duma Vice Speaker Boris Chernyshov: “After Rosobrnadzor began to report directly to the government, he got the opportunity to develop bills. The same with Rosmolodezh. That is, in fact, they bring the powers in line with the real state of affairs.”

According to him, Rosmolodezh is a small agency that deals with a very large number of issues and is the link for many events, for example, the World Youth Festival, which is being prepared for 2024: “Accordingly, this requires labor and funding, so the increase is quite justified” .

On April 5, Putin signed the decree on holding the World Youth Festival in February-March 2024. The head of Rosmolodezh, Razuvaeva, became the executive secretary of the organizing committee for the preparation of the festival, and Sergey Kiriyenko, first deputy head of the presidential administration, became its chairman.

According to the logic of the administrative reform of 2004, the functions of developing regulations were assigned to the ministries, the supervisory authorities were engaged in control, and the federal agencies were in charge of current activities, says political scientist Alexei Makarkin: “But, having received new powers, in fact, Rosmolodezh is becoming almost a ministry. on youth policy. Now this is one of the main priorities of state policy – young people have grown up not what the authorities expected.”
