Roskosmos proposes to classify purchases under state defense orders

State Corporation “Roskosmos” proposes to classify information about its contracts and subordinate enterprises, follows from the explanatory note to the draft on changing the law on public procurement. About it report “RIA News”.

Those subordinate organizations that participate in the implementation of the state defense order will be classified. The need for this in the state corporation was justified by the fact that this would allow not to discredit suppliers.

“The bill proposes to provide for the implementation of closed competitive methods for determining suppliers (contractors, performers) using closed electronic procedures (hereinafter referred to as closed methods) for the procurement of goods, works, services,” the explanatory note states.

Now only part of the purchases of Roskosmos and its organizations are carried out by closed methods – services for the transportation of space equipment, services for maintaining readiness of space infrastructure facilities and purchases for the implementation of the Federal Space Program remain open.

The Roskosmos circuit includes Almaz-Antey, Mikron, Granit-Electron and others. They currently enter into contracts in an open way, which may lead to secondary sanctions in relation to contractors and suppliers.

“Given the foregoing, the objectively necessary complete confidentiality of information about potential suppliers (contractors, performers), the range of purchases, government contracts in the field of space activities, including within the framework of the state defense order, is not currently ensured,” Roskosmos said.
