As indicated in the case file, Roskosmos suffered losses due to a malfunction of the Resurs-P No. 2 spacecraft manufactured at Progress. The satellite was put into operation in June 2015.
The period of “active existence” of the spacecraft is five years. In December 2017, a malfunction was recorded on the device – the absence of a signal from the board when the target information playback mode was performed by the high-speed radio link on-board equipment, after which the state corporation suspended the use of the satellite.
The general designer of the RCC Progress concluded that the spacecraft could not be restored to serviceability. Roskosmos excluded Resurs-P No. 2 from the orbital constellation.
The claim of Roskosmos contained a demand to recover 4.7 billion rubles from the rocket and space center. In September 2021, the court refused in the lawsuit due to missing the statute of limitations and the lack of some evidence. In particular, the state corporation did not indicate “what specific obligations were not fulfilled by the defendant or were performed poorly.” In June 2022, the Court of Cassation canceled decision and remanded the case for retrial.
