The fact that the current version of the bill under discussion includes a new mechanism for regulating services using recommender algorithms was told to Vedomosti by three sources close to several Internet companies and who saw a copy of the updated legislative initiative. This version can be submitted to the State Duma before the end of the spring session by its author, Deputy Chairman of the Committee on Information Policy, Information Technologies and Communications, United Russia deputy Anton Gorelkin.
“According to the bill, Roskomnadzor will receive the right to receive information to assess the compliance of the use of recommender technologies with the norms of the law,” Gorelkin commented to Vedomosti about the change in the bill. At the same time, he stressed that we are not talking about the fact that Roskomnadzor “has an obligation to ask the owner of a particular resource for information about the work of his advisory service.” The deputy assured that the bill does not provide for the connection of the regulator to the services of a particular site through the API.
