Then it is planned to clear the pit and install treatment facilities. Part of the structures of the dam will have to be built anew, since the former ones were “undermined by water”. The date of completion of the dam construction is not specified.
The press release claims that the dam burst on August 12 was due to an “unprecedented flood” that was two meters above the record. However, the dam was not completed. “That construct, those heights that were made, could not stand it, since the dam was not built to the design marks that were provided for by the project. And the delays were just caused by bad weather, which was established in the region,” said Vadim Nikanorov, head of the federal agency for water resources.
On August 15, the Department of the ICR for Primorye announced the initiation of a criminal case on the grounds of crimes – violation of safety rules during construction work (part 1 of article 216 of the Criminal Code of the Russian Federation) and negligence (part 1 of article 293 of the Criminal Code of the Russian Federation). The reason was the breakthrough on August 12 of the dam in Ussuriysk, after which the Seven Winds microdistrict was flooded.
“In 2022, a contract was signed between a legal entity carrying out activities to organize and control the implementation of work in the field of construction and a contractor for the construction of a dam in the area of Razdolnaya Street in the city of Ussuriysk,” the investigation informs. The construction was supposed to be completed in June of this year, but the deadline for the completion of the facility has been repeatedly postponed.
According to the prosecutor’s office of Primorye, due to a dam break, 5 apartment buildings, 2 educational institutions and more than 15 capital garages in the area of ul. Razdolnaya.
According to the Primorye media, the contract for the construction of the facility “Engineering protection against flooding of the Seven Winds microdistrict in the area of Razdolnaya Street in Ussuriysk” was concluded in March last year. Its cost is more than 310 million rubles.
A few days before the dam burst, Natalia Kozina, the chief engineer of the contracting company Spetsdorstroy LLC, assured that although the dam was unfinished, it would fulfill its function and “river water would not be able to pass to the side of the microdistrict.”
